need for implemention of the
National Fibre Policy without
any further delay to ensure
raw material security. Also
essential are removal of five
per cent import duty, four
per cent special additional
duty and cut in Central ex-
cise duty from 10 per cent
to four per cent to clothe the
people below poverty line at
an affordable cost and en-
able the domestic synthetic
mills to have a level play-
ing field with countries like
China. It is also time for the
Duty Drawback Commit-
tee to recommend a modu-
lar structure duty drawback
scheme to encourage value
creation, avoid any compet-
ing country gaining advantage
of sourcing any raw material or
intermediary textile product
at lower price, affecting the
domestic industry.
He further applealed to the
Ministry of Textiles to scrap
the hank yarn obligation
forthwith as recommended
by all the expert committees
set up for the purpose ear-
lier. There is also the need to
develop reeling parks in all
the major handloom centres
to facilitate conversion of
cone yarn into hank yarn. An
investment of Rs. 150 crores
would permanently solve the
problem, apart from creat-
ing job opportunities for ru-
ral women.
The SIMA chief urged
the Chief Ministers of Southern
States to reduce VAT on cone to
2% to have a level playing
field till GST is implemented
and to immediately address
the southern load despatch
centre corridor problem
on a war footing to enable
power-intensive industries,
particularly the textile sec-
tor, to take full advantage
of the open access system.
This would also help re-
duce the burden of States
like Tamil Nadu where over
40 per cent power shortage
is applicable for the textile
industry for more than two
years.
Finally, he appealed to
the State Governments to
be proactive and industry-
friendly on power supply
and avoid litigations before the
Electricity Regulatory Commis-
sions, APTEL, courts, etc. He
also gave the assurance that
his Association would help
the mills to ensure social
compliance, reduce train-
ing duration on a scientific
method, control absentee-
ism, cut employee attrition
rate, etc.

Deputy Chairman, and Mr.
